The Luanda Approach area (FNLU_APP), it spreads to 80 miles, with center on VOR of Luanda (VNA), and from an Altitude of 3100Ft (MSL) to 16500Ft (MSL)

Minimum Vectoring Altitude
In some cases, in which RADAR operation is allowed (as in training or exams), the MVA (Minimum Vectoring Altitude) is considered 2500ft, the same value as the MSA (Minimum Sector Altitude).
TA and TRL
- The transition Altitude for Luanda is 3000ft (published)
- The Transition Level will vary according to QNH:
QNH 1013 and bellow, Transition Level is FL050.
QNH 1014 and above, Transition Level will be FL040.
Traffic control / Handoffs
- From FNLU_APP to FNLU_TWR:
- VFR traffic at or bellow 3000Ft within Tower Area control (15nm center on VNA VOR).
- Every other traffic at or bellow 3000ft will remain non-controlled, unless otherwise asked by the pilots (Flight following reasons)
- From FNLU_APP to FNAN_CTR:
- All traffic above 16500Ft (FL165)
- All traffic leaving the Approach control Area, (80nm center on VNA - Luanda VOR).

Traffic Management Procedures
Luanda APP, has instrument procedures, being RNAV, SIDs and STARs.
Aircraft non-certified or unable to fulfill these procedures will use alternative VOR, NDB, direct flyover, and circling procedures and will be advised by the ATC (traffic information), in order to maintain Minima separation.
SeparationMinima within the TMA area is:
- 1000 ft vertical and 5 nm horizontal, at all times.
The Minima separation will be applied due to wake turbulence. The general adjustment made by the FNLU_APP, if necessary, will be according below:
- 250 KT below FL120.
- 230 KT for Holdings and DME archs.
- 220 KT leaving the IAF.
- 210 KT apon receiving the initial approach procedure approval, until final 12 DME.
- 180 KT until 9 final DME.
- 160 KT until final 4 DME.
VFR Traffic
- VFR traffic will operate below 3000Ft and outside the RWYs approaching areas.
- VFR Traffic may be allowed, if monitored by FNLU_APP.
- FNLU_APP will only provide, Weather Information and traffic advisor Services, for VFR Traffic requesting such Info, operating outside the Controlled zone.
Flyovers
- Enroute Traffic (below FL165)
- Enroute traffic must enter via Luanda TMA FIXs (80nm), cross (overfly) the VNA and exit via Luanda TMA FIXs (80nm). Flight Levels should be monitored according semi-circular rule.
- VFR Traffic.
- VFR traffic overflying is allowed, outside the 12 DME Arch on the W and E sectors.
- Any other traffic that requires a different trajectory, such as the coastline, must notify the ATC, and maybe cleared, according to coordination with FNLU_TWR.

Exit Procedures
Exit Routes
FNLU_TWR will be responsible to approved FlightPlans of any Traffic exiting Luanda, in coordination with FNLU_APP. In general, exit procedures will be according published SIDs (below). Any other procedure should be approved by FNLU_APP.

Sequency
FNLU_APP will stablish the sequence of traffic, with the most possible antecipation, aplying separation technics, to minimize traffic congestion or delays. The sequence and separation procedure will be done according Procedural control, based on pilot reports.
